Seafarer’s Record Book (SRB) and SID: eGovPH Booking, Requirements and Urgent Processing
Updated October 30, 2026 · 7 min read
Booking changed in May 2026
SRB and SID appointments are now booked only through the eGovPH app. There is no other official booking site, and no one can sell you a slot.
MARINA processing was disrupted by a system breach in August 2026; the Central Office returned to normal in September and regional offices have been resuming since. Check MARINA’s latest notices before you travel to your appointment. Source: MARINA Advisory No. 2026-24.

The Maritime Industry Authority (MARINA) issues two documents every Filipino seafarer needs: the Seafarer’s Record Book (SRB), which records your sea service, and the Seafarer’s Identity Document (SID), an identity card meeting the ILO’s Convention No. 185, which lets you go ashore and transit in ports. Many offices at home also accept the seaman’s book as an ID; see the list of valid IDs.

SIRB, SRB or SID?
| Document | What it is | Status |
|---|---|---|
| SIRB (Seafarer’s Identification and Record Book) | The old combined ID and record book | No longer issued. A valid SIRB can be used until it expires, runs out of pages, or is lost or damaged; then you apply for both an SRB and an SID. |
| SRB (Seafarer’s Record Book) | Your sea service record | Issued since 2019 |
| SID (Seafarer’s Identity Document) | ILO-standard identity document with biometrics | Issued since 2019. Get the SRB first: a valid SRB or SIRB is the requirement for a new SID. |
What you need for a new SRB and SID
The SRB and SID are for Filipino seafarers, including cadets going on shipboard training.
- PSA birth certificate or your Philippine passport (dual citizens: the Bureau of Immigration certificate)
- NBI clearance (our sister site has the NBI clearance guide)
- Basic Training certificate
- Transcript of records or proof of completed academic requirements, if applicable
- For married women using the husband’s surname: PSA marriage certificate (see marriage certificate guide)
- Documentary stamps for the SRB
- For the SID: your valid SRB or SIRB
Your photo and biometrics are captured at the processing center. Bring originals and photocopies, and confirm the current checklist in the booking screen, since MARINA updates it from time to time.
How to book and apply
- Install and set up eGovPH
From the App Store, Google Play or Huawei AppGallery. See our eGovPH guide if you are new to the app.
- Open the SRB/SID Online Appointment System
Choose the transaction (new, renewal or replacement), the document, the processing center, and an open date and time.
- Pay through the listed channels
Keep the reference number and proof of payment. An unpaid booking can be cancelled.
- Go to your processing center
Arrive about an hour before your slot with complete documents. You can book from abroad, but biometrics are captured in person in the Philippines.
- Claim on time
Claim your SRB and SID on the release date you are given; unclaimed documents can be voided.
Fees and validity
MARINA updated its SRB and SID rules under Memorandum Circular No. MD-2024-01. Check the current fee and validity in the eGovPH booking screen, which shows the amount before you pay, or on MARINA’s website. Payment channels may add a convenience fee.
Example: A new deck cadet
Let’s say you are 20, finished Basic Training, and have a shipboard training slot. Get your NBI clearance and PSA birth certificate first, then book the SRB in eGovPH. Once your SRB is issued, book the SID, since a valid SRB is its requirement. Check both fees on the booking screen, and give yourself time: slots at busy centers fill up.
Renewal or replacement
- Book a renewal or replacement in eGovPH before your document expires
- Bring your old SRB, SID or SIRB, and your record of sea service
- Lost or damaged? Add a notarized affidavit of loss or the damaged document
- Bring the same identity documents as for a new application if your details changed
In April 2026, MARINA paused a ₱10,000 penalty that had been imposed on some seafarers with expired documents on board, and in June it began refunding fines imposed by mistake. Renew on time to avoid problems at port.
If your deployment is urgent
Since October 19, 2026, expedited processing is available at any MARINA regional office. Submit through the MARINA Expedite Portal:
- Request letter from your employing company
- Confirmed airline e-ticket
- Approved DMW contract, notarized company contract or certificate of employment
- Your confirmed SID or SRB appointment
Wait for MARINA’s emailed approval before going, and show it to the evaluator on the day.
If you are on board
If your SRB or SID is lost, damaged or expiring while you are at sea, your shipping company or manning agency files an onboard application for you. If your ship is affected by the Middle East crisis and you cannot disembark, MARINA extended documents expiring by September 30, 2026 until December 31, 2026, without application; your company reports your documents to MARINA. Other OFW documents are covered in the OFW ID guide.
Frequently asked questions
What is the difference between the SIRB, SRB and SID?
The old Seafarer’s Identification and Record Book (SIRB) combined both functions. Since 2019, MARINA issues two separate documents: the Seafarer’s Record Book (SRB), which records your sea service, and the Seafarer’s Identity Document (SID), the ILO-standard identity card. A still-valid SIRB can be used until it expires, runs out of pages, or is lost or damaged.
How do I book an SRB or SID appointment?
Only through the eGovPH app. Since May 13, 2026, MARINA’s online appointment system for SID and SRB issuance, renewal and replacement is reached through eGovPH. Choose your processing center, date and document, then pay through the listed channels.
How much are the SRB and SID, and how long are they valid?
MARINA updated its SRB and SID rules in 2024, so check the current fee and validity in the eGovPH booking screen or on MARINA’s website before you book. The booking screen shows the amount before you pay.
Do I need both the SRB and the SID?
Yes, if you no longer have a valid SIRB. A valid SRB or SIRB is required before MARINA issues an SID, so book the SRB first.
My deployment is urgent but my appointment is weeks away. What can I do?
Since October 19, 2026, you can apply for expedited processing at any MARINA regional office through the MARINA Expedite Portal, with your company’s request letter, a confirmed e-ticket, your employment contract and a confirmed appointment. Wait for MARINA’s emailed approval before going.
Can my manning agency apply for me while I am on board?
Yes, for a lost, damaged or expired SRB or SID. The shipping company or manning agency files an onboard application with a request letter, your approved employment contract, a crew list signed by the master, a legal clearance and a notarized company undertaking.
