How to Get a PSA Birth Certificate: Online, Walk-In, E-Certificate and Corrections

Before you order

Walk in to a PSA outlet with an appointment and pay ₱155, or order online for ₱365 delivered. Nobody else can get it for you cheaper or faster.

Fixers and look-alike websites charge far more for the same document. Use only PSA outlets, PSAHelpline.ph or PSA Serbilis. Source: PSA Citizen’s Charter.

A PSA birth certificate is the copy of your birth record printed by the Philippine Statistics Authority on its security paper. It is the base document for nearly every ID: passports, the National ID, the Postal ID and most first-job registrations ask for it.

Which situation applies to you?

Three ways to order

OptionCost per copyHow longBest for
PSA outlet (walk-in)₱155Usually same dayYou need it fast and can visit an outlet
PSAHelpline delivery₱365, delivery includedNext working day after release in Metro Manila; 3 to 8 working days in the provincesYou cannot take time off, or you are ordering for a parent or child
E-certificate₱290Digital file with a QR codeThe receiving office accepts digital documents

Fees are from PSA’s citizen’s charter, PSAHelpline’s order page and February 2026 news coverage of the e-certificate launch. Each order shows the final amount before you pay.

Who can request a copy

  • You, if you are 18 or older
  • Your parent or your child
  • A parent or legal guardian, for a minor
  • Anyone else, with the owner’s authorization letter, a copy of the owner’s ID and their own valid ID (online: an Online Letter of Authorization)

At outlets, minors cannot book appointments, and an authorized representative can request for at most two unrelated people.

Walk in to a PSA outlet

  1. Book an appointment

Use PSA’s appointment system at appointment.psa.gov.ph and choose the outlet nearest you.

  2. Fill in the request form

Write your full name as registered, birth date and place, your father’s full name and your mother’s maiden name. Bring your own pen.

  3. Present a valid ID and pay

Pay ₱155 per copy at the cashier and keep the official receipt.

  4. Claim your copy

Check every entry before you leave the window. A misspelling on the copy usually means the record itself has the error; see corrections.

Order online for delivery

  1. Go to PSAHelpline.ph

It is PSA’s authorized online partner. Choose Birth Certificate.

  2. Enter the details exactly as registered

Full name, sex, birth date and place, father’s name, mother’s maiden name, your purpose and the number of copies. Give an address where someone can sign for the delivery.

  3. Pay

By Visa or Mastercard, GCash, Maya, 7-Eleven, Bayad, BPI, BDO, Metrobank, Palawan Express, Dragonpay or a BancNet ATM.

  4. Receive it

The courier asks for a valid ID that matches the name on the order.

Abroad? PSAHelpline also takes international orders, and Philippine embassies and consulates can help with civil registry requests.

Example: Two copies for a passport and a first job

Let’s say you need one copy for your passport appointment and one for your employer. At an outlet, two copies cost ₱310 (2 × ₱155). Delivered by PSAHelpline, they cost ₱730 (2 × ₱365). If your passport appointment is more than a week away and you live in Metro Manila, delivery saves you a trip; if it is in two days, walk in.

The PSA e-certificate

In February 2026, PSA launched e-certificates for birth, marriage and death records at ₱290 each. You get a digital file with a unique reference number and a QR code that the receiving office can verify, and you can send it by email or upload it to a portal.

Ask the office first whether it accepts the e-certificate. If it wants a printed copy on PSA security paper, order that instead; do not print the e-certificate and present it as the paper copy.

If PSA issues a negative certification

A negative certification says PSA could not find your record. It usually means the local civil registry office (LCRO) never forwarded it, or you asked too soon after registration.

  1. Check that it is really negative

If you ordered online and think PSA made a mistake, email PSAHelpline a scan of the certification and receipt. If PSA confirms an error, the correct copy is reissued free.

  2. Ask the LCRO where you were born for your record

If it has your record, ask it to endorse a copy to PSA, and keep the certified copy, the endorsement letter and the courier receipt.

  3. Follow up with PSA

Book a PSA appointment and bring the LCRO copy, the endorsement letter, the courier receipt and the negative certification.

  4. No record at the LCRO?

Apply for late registration (next section).

Newly endorsed or newly registered records take time to appear: PSAHelpline advises two to four months for Metro Manila and up to six months for the provinces.

Late registration of birth

If your birth was never recorded, register it at the civil registry office of the city or municipality where you were born. Requirements are set locally. Quezon City, for example, asks for:

  • Four copies of the Certificate of Live Birth for late registration, with the notarized affidavit on the back
  • The PSA negative certification and a certificate of no record from the city registry
  • Two documents showing your name, birth date and place, and your parents’ names (for example a baptismal certificate, school record or medical record)
  • A voter’s certification, if you are a registered voter
  • Your parents’ marriage certificate, or the father’s acknowledgment and an Affidavit to Use the Surname of the Father if your parents were not married

Quezon City charges ₱350 in total (₱150 certificate of no record plus ₱200 registration) and posts the application for 10 days before release. Your city may charge differently. After registration, the LCRO endorses the record to PSA.

If your birth certificate has an error

Under RA 9048 and RA 10172, many errors are corrected by petition at the local civil registry office, without a court case:

ErrorPetitionExample fees (Naga City)
Misspelled name, place or other typing errorCorrection of clerical error (RA 9048)₱1,010 filing fee
Change of first name or nicknameChange of first name (RA 9048)₱3,030 filing fee, plus about ₱2,500 for newspaper publication
Wrong sex, or wrong day or month of birthRA 10172 petition₱3,030 filing fee, plus publication

File where the birth was registered. If you now live elsewhere, you can file a migrant petition at your local registry for an added service fee. PSA must approve the correction before the annotated record appears; Naga City estimates three to four months. Changes to your surname, year of birth, citizenship or legitimacy generally need a court order. Need a lawyer? The Public Attorney’s Office assists qualified applicants.

Frequently asked questions

How much is a PSA birth certificate?

At a PSA outlet it costs ₱155 per copy. Ordered online through PSAHelpline it costs ₱365 per copy, including delivery. In February 2026, PSA set the new e-certificate at ₱290. These are the amounts in PSA’s citizen’s charter and the February 2026 launch coverage; confirm the current amount when you order.

Can I request someone else’s birth certificate?

Adults can request their own, their parents’ or their children’s. Parents or guardians request for minors. For anyone else, you need an authorization letter from the owner, a copy of the owner’s ID and your own valid ID; online, PSAHelpline uses an Online Letter of Authorization.

I got a “negative certification.” Does that mean I was never registered?

Not always. Most often the local civil registry has your record but never sent it to PSA, or you requested too soon after registration. Ask the local civil registry office where you were born to endorse your record to PSA. If it has no record, apply for late registration there.

Is an old NSO-printed copy still valid?

It is the same record, but many offices want a recent PSA copy on security paper. If an office rejects your old copy, order a new one; the record itself does not change.

How long before a newly registered or corrected birth record shows up at PSA?

PSAHelpline advises waiting two to four months for records registered in Metro Manila and up to six months for provincial records. Corrections under RA 9048 or RA 10172 also need PSA approval, which Naga City’s charter estimates at three to four months.

Will agencies accept the e-certificate?

Only if the receiving office accepts digital submissions. PSA built the e-certificate so institutions can receive and verify it by email, portal or QR code. If you need a paper copy for DFA or another office, order the security-paper copy instead.
