PSA Marriage Certificate and CENOMAR: Fees, Who Can Request, and What an Advisory on Marriages Means

Getting married?

Order your CENOMAR only a few weeks before you apply for your marriage license. Civil registrars usually want one issued within the last six months.

If PSA has a marriage on record for you, you get an Advisory on Marriages instead. Source: PSAHelpline, PSA’s authorized online partner.

The Philippine Statistics Authority (PSA) issues two marriage-related documents. A PSA marriage certificate is your copy of a registered marriage, needed to use your spouse’s surname on your passport and other IDs. A CENOMAR (Certificate of No Marriage Record) shows PSA has no marriage on record for you, and is required for a marriage license.

Fees

CENOMAR or Advisory on Marriages₱210₱420₱345

Outlet and delivery fees are from PSA’s citizen’s charter and PSAHelpline; e-certificate fees are from February 2026 news coverage of the launch. Delivery takes about 3 to 4 working days in Metro Manila and 3 to 8 in the provinces. Ask the receiving office whether it accepts the e-certificate before ordering one.

Who can request

  • Online (PSAHelpline): only for yourself, your parent or your child
  • At a PSA outlet: for yourself, or for someone else with that person’s signed authorization letter and a copy of their valid ID, plus your own valid ID
  • Fiancés and other relatives use the authorization letter route at an outlet

How to order

  1. Choose outlet or delivery

For an outlet, book at appointment.psa.gov.ph. For delivery, order at PSAHelpline.ph.

  2. Give the exact details

For a marriage certificate: both spouses’ full names, and the date and place of marriage. For a CENOMAR: your full name, birth date and place, and your parents’ names, exactly as on your PSA birth certificate.

  3. Pay and keep the receipt

Outlets accept payment at the cashier; online orders take cards, e-wallets and over-the-counter channels.

  4. Check the document

Compare every name and date. An error on the copy usually means the record itself needs correcting at the local civil registry.

CENOMAR for a marriage license

Each partner applies for the marriage license at the civil registry of the city or municipality where either of you lives. A 2026 example, the City of Ilagan’s charter, asks for:

  • PSA CENOMAR, original and not expired
  • PSA birth certificate
  • Two 2x2 photos of the couple and a photocopy of a valid ID
  • Barangay certificate of residency and a cedula
  • Parental consent (ages 18 to 20) or parental advice (ages 21 to 24)
  • For a previous marriage: the annotated marriage certificate or court decision, or the spouse’s death certificate
  • For foreign partners: a certificate of legal capacity to marry from their embassy

Expect a 10-day posting period and pre-marriage counseling before the license is released. Under the Family Code, the license is valid anywhere in the Philippines for 120 days. Requirements and fees vary by city; Ilagan charges ₱300 for the application and ₱200 for counseling. The barangay certificate and cedula are covered on our sister site’s barangay clearance guide.

Example: A wedding in March

Let’s say your wedding is on March 20. Apply for the marriage license in early February: the 10-day posting and counseling fit before the date, and the license stays valid for 120 days. Order both CENOMARs in mid-January at an outlet (₱210 each, ₱420 for two) so they are recent. Ordering them in September for a March wedding risks the registrar asking for new ones.

If you get an Advisory on Marriages

PSA issues an Advisory on Marriages instead of a CENOMAR when it has a marriage on record for you. It lists when, where and to whom you married, with any annotation.

  • Widowed: bring your spouse’s PSA death certificate with the advisory when applying for a new license.
  • Annulled, declared void, or divorced abroad (recognized by a Philippine court): the court decision must be annotated on your PSA marriage record. If the advisory shows no annotation, ask the court and the local civil registry to register the decision and endorse it to PSA.
  • A marriage you do not recognize: request the full marriage certificate from PSA and consult a lawyer; the Public Attorney’s Office assists qualified applicants.

Using your marriage certificate to change your surname

Using your spouse’s surname is optional. If you do, each ID is updated separately with your PSA marriage certificate:

  • Passport: renew and present the PSA marriage certificate; see passport requirements.
  • National ID: update your name at a PSA office; see replace or update.
  • SSS, PhilHealth, Pag-IBIG and BIR: file a member data change with each agency.

Keep your maiden name instead? You do not need to update anything, and DFA does not require a marriage certificate if you keep it.

If your marriage is not on file at PSA

  1. Give it time

Recently registered records take a few months to reach PSA; PSAHelpline advises two to four months for Metro Manila and up to six months for the provinces.

  2. Ask the local civil registry to endorse it

Go to the registry of the place where you married. Keep the certified copy, the endorsement letter and the courier receipt.

  3. Follow up with PSA

Book a PSA appointment and bring those documents with the negative certification.

  4. Married abroad?

Your marriage reaches PSA through a Report of Marriage filed at the Philippine Embassy or Consulate, which forwards it to PSA through DFA.

Frequently asked questions

How much is a CENOMAR?

At a PSA outlet, ₱210 per copy. Delivered by PSAHelpline, ₱420 per copy. As an e-certificate, ₱345, according to February 2026 coverage of PSA’s launch. Confirm the amount shown when you pay.

How much is a PSA marriage certificate?

The same as a birth certificate: ₱155 per copy at a PSA outlet, ₱365 delivered by PSAHelpline, or ₱290 as an e-certificate.

How long is a CENOMAR valid?

The certificate itself has no printed expiry, but most offices want a recent one. Local civil registrars processing a marriage license commonly require a CENOMAR issued within the last six months, so order it close to your license application.

I asked for a CENOMAR but got an “Advisory on Marriages.” Why?

PSA issues an Advisory on Marriages instead of a CENOMAR when it has a marriage on record for you. It lists each marriage and any annotation, such as an annulment, nullity or recognized foreign divorce. If the prior marriage was annulled or declared void, make sure the court decision is annotated on PSA’s record.

We married recently, but PSA has no record. What now?

The local civil registry where your marriage was registered may not have forwarded it yet. Records can take a few months to reach PSA. Ask that registry to endorse your marriage certificate to PSA, then request your copy again.

Can my fiancé request my CENOMAR?

At a PSA outlet, yes, with your signed authorization letter and a copy of your valid ID. Online through PSAHelpline, you can order only for yourself, your parent or your child.
