GSIS Digital ID: How to Enroll in GSIS Touch, and What Happened to the UMID eCard

What changed

GSIS stopped issuing the UMID eCard at the end of May 2024. New members get a Digital ID in the GSIS Touch app, plus an ATM card from Landbank or UnionBank for their money.

The Government Service Insurance System (GSIS) covers government employees and pays their pensions, loans and insurance benefits. Its ID used to be the UMID eCard, which combined an ID and an ATM card. Today the ID part lives in the GSIS Touch app, and the money part is an ordinary bank ATM card. Private-sector workers belong to SSS instead; see the UMID and MySSS Card guide.

Which situation applies to you?

Before you start

  • Your agency has reported you to GSIS and you have a GSIS record (your HR or the agency’s GSIS officer can confirm this)
  • A smartphone with the GSIS Touch app from the official app store
  • One valid government ID to scan, such as your National ID
  • The bank you want for your ATM card: Landbank or UnionBank

Enroll in GSIS Touch

GSIS presented this four-step online enrollment in October 2025, available any time through the app:

  1. Confirm your GSIS records

Check that your name, birth date and agency are correct. If something is wrong, have it corrected through your agency’s HR before continuing.

  2. Choose your bank

Landbank or UnionBank. Your benefits, loan proceeds and pension are paid to the ATM card that bank issues.

  3. Scan a valid ID

Use a clear, unexpired government ID.

  4. Take a selfie

In good light, without glasses or a mask.

GSIS reported an average enrollment time of about 2 minutes 18 seconds. When GSIS announced the change in 2024, it said the bank issues the ATM card within five banking days after enrollment.

Open your Digital ID

In GSIS Touch, open Member Data and GSIS Digital ID. If you already used GSIS Touch before May 2024, your account was carried over and the Digital ID was added to it.

Example: A new public school teacher

Let’s say you were hired by DepEd this year. Ask your school’s HR to confirm you are already in GSIS records, then install GSIS Touch, check your details, choose Landbank, scan your National ID and take a selfie. Your Digital ID appears in the app, and your Landbank ATM card follows within days. For your passport or a bank account elsewhere, use your National ID, not the GSIS Digital ID.

If you already have a UMID eCard

  • Keep it. GSIS said existing UMID and eCard holders continue to receive benefits without disruption.
  • You can still enroll in GSIS Touch for online loans, claims and records, and use the Digital ID there.
  • If your eCard is also your ATM card, keep using it until GSIS or the bank tells you to switch.

If your old eCard is lost or damaged

  1. Block it

If it works as an ATM card, call your servicing bank’s hotline right away.

  2. Use the Digital ID

Enroll in GSIS Touch if you have not yet.

  3. Ask about a replacement bank card

New eCards are no longer produced. Ask GSIS or your bank how your pension or loan proceeds will be paid, and bring a valid ID.

Using it as a valid ID

The GSIS Digital ID proves your membership within GSIS services. Other offices decide for themselves: many published ID lists, such as the one in LTO’s 2026 Citizen’s Charter, still name the physical GSIS e-Card. For important transactions, bring a primary ID such as the National ID, passport or driver’s license. See the list of valid IDs.

Never share your GSIS Touch login, one-time PINs or a photo of your ID, and do not pay anyone to enroll you; enrollment is free.

Frequently asked questions

Can I still get a GSIS UMID eCard?

No. Under GSIS Memorandum Circular No. 054-2024, GSIS stopped producing UMID eCards from the end of May 2024. New members get the GSIS Digital ID in the GSIS Touch app and an ATM card from Landbank or UnionBank instead.

Is my old UMID eCard still valid?

For GSIS, yes. In May 2024, GSIS said existing UMID and eCard holders keep receiving benefits without disruption. Whether another office accepts it as ID is up to that office; many ID lists still name the GSIS e-Card.

How much does the GSIS Digital ID cost?

Nothing. It is part of the GSIS Touch app, which is free to download and use.

Is the GSIS Digital ID a valid ID?

It proves your GSIS membership to GSIS and inside its services. Acceptance by other offices varies, and their published lists usually name the physical GSIS e-Card. For banks, passports and other transactions, bring your National ID or another primary ID.

I lost my old eCard. Can I replace it?

Not with a new eCard, since production has ended. Call your servicing bank to block the card if it was used for withdrawals, use the Digital ID in GSIS Touch, and ask GSIS or the bank about a replacement ATM card for your pension or loan proceeds.

I am an SSS member, not GSIS. Is this for me?

No. Private-sector workers are covered by SSS, which now issues the MySSS Card. See our UMID and MySSS Card guide.
