How to Get Student Driver’s License (LTO Student Permit)

A Student Driver’s License or Student Permit is a document issued by the Land Transportation Office (LTO) of the Philippines used to authorize a person to learn and practice driving a motorized vehicle. However, the permit holder should be accompanied by a person with a Non-Professional or Professional Driver’s License while driving.

The Student Permit is a prerequisite document before any applicant can get a valid driver’s license. A month or 30 days after the acquisition of Student Permit, the permit holder may choose to upgrade to a Non-Professional Driver’s License or a Professional Driver’s License after 6 months.

Student Driver’s License Qualifications

  • At least 17 years old
  • Physically and mentally fit to maneuver a motor vehicle
  • Can read and write English or Filipino

*If you are below 18 years old, provide an original copy of your parent’s/guardian’s consent as well as one (1) original and photocopy of his/her government-issued valid ID.

Additional For Foreigner: You must be 18 years old and have stayed in the Philippines for at least one (1) year. Make sure to contact any LTO Office regarding this.

Student Driver’s License Requirements

Just to be sure, bring also at least 2 valid IDs.

Additional For Foreigner: Secure an original and photocopy of your passport with entry date of at least one (1) month and visa duration of at least one (1) year from the date of application. In addition, secure a valid Alien Certificate of Registration (ACR) or if you are born in the Philippines, present your PSA Birth Certificate.

How to Get Student Driver’s License (LTO Student Permit)

  1. Locate the nearest LTO Licensing Office in your area and bring all your requirements. Make sure to dress properly, clean, neat and presentable.
  2. Go to the Customer Service Counter and get your requirements checklist, application form (check download option in the requirements section above), and queue number.
  3. When your number is called, proceed to the Evaluator Counter for your documents or requirements to be checked.
  4. If your documents are complete and you are qualified, you shall be called to proceed to a booth where your photo and signature will be taken.
  5. Go to the Cashier to pay for the fees and get your Official Receipt (OR).
  6. Claim your Student Permit (SP) at the Releasing Counter. A reviewer will also be given together with your SP. It contains useful information necessary to pass the written examination when you apply for a Non-Professional or Professional Driver’s License.

In addition, make sure to secure a budget for the Medical Fee. Commonly, the Medical Fee will cost an estimate of ₱200 – ₱300.

A Student Permit is valid only for 1 year. If you fail to upgrade to a Professional or Non-Professional Drivers License during the validity period, you have to get another one again.
